My suggestions to improve bows:

 

Direct bow-improvements:

* Make all bows quite a bit faster to reload a new arrow. ALL bows

* Make uncharged shots do slightly more than half the damage of a charged shot. Say, 65% of a charged shot or so.

* Make the charge-up sliiiightly faster.

* Regular bows (Paris and Cernos) charge-damage increased to 120 or so (up from 100)

* Thunderbolt should NOT hurt yourself (make it a reasonbly quiet energy-explosion to further emphasize stealth?) and instead of being chancebased, make it a 100% chance to deal 5% / 10% / 15% / 20% of its damage (or more?) in an AoE. Wether this damage give bonus damage to the main target or not, I dunno.

* Make Charged Chamber and Primed Chamber be useable on Bows. Vectis is not gonna be outclassed by bows anyway...

 

Indirect improvements:

* Give stealth more rewards, both in terms of much higher chance to get mods from enemies and far more XP for a stealthkill
