What do the level range values mean in the mission descriptions/display? And the number next to the little person icon?

They show what level the enemies are, the higher the harder.

How do you judge (if you're not at 30 and all maxed out...) what level of enemies you should be able to take on? Is there any link between your average weapon/frame rank, say, and the enemy level? Like, "if your ranks are all 20, you should be to take on level 20 enemies" or "level 20 enemies are all easy at that point".

That wouldn't make sense, since lv40+ enemies do exist.

The enemy level is simply a scale of how difficult(tough) they are.

As far as judgement goes, use whatever logic or common sense you have, it will suffice.
