Framrate Problems

I recently got my new computer and it was able to run fine with all the good settings maxed at 45-60 fps.

 

But for some reason my frame refresh time and frame rate like to change constantly eventhough a nova isnt blasting my screen, it just happens randomly.

(im sure about this)

 

For example:

 

while im going through a hall It tells me my frame refresh time is at 50 and my frames per second are at 22.Five minutes later when im in the heat of battle it says my frame refresh time is at 24 and my frames per second at 59. It just doesnt make sense.

 

I tried lower settings but it doesnt do anything neither does the virtical sync being on,off or automatic

 

Incase someones wondering

 

My CPU:

AMD Phenom™ II x6 1055 Processor 2.89 GHz

 

My GPU:

Nividia GeForce GTX 560 Ti
