faster the frame, the better. also, the higher the damage the weapon does in one shot the better. something that is easy to use and does a lot of damage very quickly. i would suggest explosives, specifically the penta and or the castanas for the "alpha" damage you would need for this to be effective. as well, theres two ways you could go with melee as it is atm (melee 2.0 inbound so this will be irrelevant then) is for things that do zorencopter for mobility or use a weapon for jump attack spam. (whips do both but their slide attacks are fairly small and their main attacks are awkward)

Hit and Run. 
A lot of frames can nicely fulfill that role.
Volt is nicely tuned for it. Speed+Shock+Shield for constant movement, quick CCs, and setting up emergency defenses. 
Ash has a teleport and invisibility, along with the decent bulk and speed to get in and out of combat. 
Excalibur and Zephyr have very nice mobility for a hit and run game. Although Excal probably fits better to the idea with his abilities while Zephyr fits better with stats. 

You'll want quick reloading guns with high burst damage for your primary/secondary. Karak, maybe for your primary, or perhaps the Boar Prime if you can get it for a shotgun? Explosive weapons as well.
For secondaries you might want something capable of keeping up a more sustained output. Twin Gremlins, Dual Cestra. Long-term sustained damage for bosses.  
Or do the opposite and focus high burst damage secondaries with more sustainable primaries. That's up to you.

Loki with a RUSH Mod! FTW!!! 

actually Loki is not a bad choice for speed but you have to balance him out with a pretty strong gun - take out the enemy faster than they can hit you because his health/shield/armor is the lowest of all Frames.

high crit rifles like Soma or Grakata (crit and status chance!) and hard hitting ones like Grinlock or Hek will make quick work of your enemy.

for secondary, i would go with what LukeAura said.

and for melee i would go with Jat Kittag. you will definitely get a "slow" impression from it at first use but that mobile charge attack makes it all worth it.
also, look at the balance of damage and high status chance that bad boy has!

but for some REAL fun, NOTHING beats the BO LoL!
