You need to be a clan warlord then i think you can see the option via the clan tab

To upload a clan emblem, you have to go to your profile on the warframe website, (here), and be the Founder of the clan. Down at the bottom of the page, there will be a section to upload a clan emblem. It costs 150 platinum, and that WILL NOT BE REFUNDED if for any reason your emblem is denied. So make sure it's a good, appropriate Emblem.

I am a Warlord of Both my clan and Alliance, yet i cant find an upload option down the bottom or anywhere in fact, just all the rules and warnings on doing so :/ Is something wrong ?
