they are above or beneath you, not part of the same tile, and since each tile has its' own skybox you cant see the others

Have you ever played the gas city tileset yourself? No matter where you look, you can't see those rooms.

which is exactly what i just said: the levels are made up of rooms (called tiles), each of those tiles has a fix skybox, it doesnt change no matter how the level is arranged, so you will never be able to see the other rooms by just looking out of the window, only if you manage to glitch out of the skybox (very easy to do with novas wormhole in the gas-city)

The Corpus have learned Architecture techniques from King Bowser Koopa.  The rooms don't appear until you hit them hard with your head ;)

That's because all the "outside" rooms are just set pieces, there is no persistent "outside" just window-dressing on some tiles.
