While in game they may speak like humans, it is very rare and instead the majority of the time they make some wierd alien-like sounds. Constantly hearing that unusual chattering makes it hard to comprehend the crewmen as "humans" and makes them seem more like a completely different race. You can see that without it they speak pretty normally, just go and do a capture mission that you will notice it when they are screaming for their lives. Probably this. Not necessarily slaves considering the indoctrination into the machine-cult and "willing" servitude, but for all intensive purpouses pretty much.
