He can't play with DX11. x64/x86 shouldn't matter, but you can give it a try. A new generation graphics card would boost your performance by a good amount. Your card is 6 years old. Another 2 GB RAM wouldn't hurt either. That are the things you can change without a huge investment, or without changing your board - the hole system. But your single core CPU is just outdated.
