There are no plans that DE has stated for the reintroduction of account migration. Contact [DE]Staff if you want a more concise answer, though they may just paraphrase exactly what I've just said. Best thing you can do is get a petition going to garner support for reopening account migration. It might amount to nothing but it at least gives DE an idea of how many people still want to migrate.
