Are My Cores Meant To Be Unranked?

Hey guys,

 

I know these cores are from that removal of ability mods, however are they meant to be unranked?

Pretty sure the logic went:

 

• What rarity is the mod? Give a core of this rarity
  
• What level was the mod? Give the core the same amount of levels (rarity determined above)

 

So unless you leveled all your abilities prior to the change, they would all be unleveled as cores.
