Well, i'm stuck at 4,001 Afinitty no matter how many weapons i level up, always 4,001, and recently i forma'd 5 weapons at least twice. Now what? i'll just level up my stuff and never get to MR12?

You don't get mastery rank for using forma on items. Only the first time you rank it up to 30.

If that's the case, it's not it then, because i bought the Boltace, still 4,001

you're MR11 and still didn't realise that forma'd items don't give affinity? o_O you should spend a few hours checking some random articles on wiki when you have some time to spare

 

have you also taken mastery tests? your extra affinity isn't shown if you don't do the tests when you have earned the required affinity for the next mastery rank

If the XP is "stuck" it will become unstuck and shoot up when you past the next test.  It is my understanding that is still accumulates when waiting to take the test.

 

If I were you I would throw an unranked weopon, warframe or companion on and run a low level mission until you get the rank indicator and then come back and check.
