APEX is a module of Nvidia PhysX, it's one of the few modules that has systems that do not have a cpu equivalent like APEX Turbulence, which is what warframe uses for it's extended particle system. It has been part of warframe since, at least, its release of the open beta, which is nearly ~2.5 years now. And yes it still is in the game.
