I read that it's rounds per second, but from what I've experienced the game's UI doesn't know how to math correctly. Also, attack speed. Is that per second? I'm assuming it's one swing per second. Attack speed on a melee weapon is a modifier to the attack speed relative to that weapon class and its animations, so a dagger with 1 speed is far faster than a heavy blade with 1 speed Basically, 1 speed means the weapon performs its animations (which vary depending on weapon type) at default speed. 1.2 would mean it performs the animations 20% faster.
