Kubrow's have enough AI Problems without additionally constraining the AI to cast powers as well. Most of these problems are due to the conflict between responsiveness and complexity, so increasing the complexity though your idea may make kubrows less responsive.

Agree. More actives would only improve the mess, and fixing the AI is a lifelong work. Rather consider passive boni. Cold damage for Frost, more shield for Rhino,... less spectacular (though you can always add graphical effects), but easier to implement.

to be fair, theres no point in casting a iron skin on a companion that does wade into combat. it sounds like a waste of energy.
