"Grapples a VIP" just sounds like it could be referring to anyone, whereas "Grapples the target" is too unspecific as well. Every time I hear those things, I automatically judge them as idiots that don't know what they stand for. Anyway, the description might flow better if it was replaced with "a priority target".
