I do believe the OP is talking about an older issue. 
A 'mod' will drop, but it is found to only be a resource when picked up. Bosses used to have this issue.

Possibly the same as Void Vor? He sometimes drops what looks like 2 mods but one is a mod and the other is either a orokin cell or argon crystal.
