The steel meridian syndicate mod for the dual cleavers increases damage by %100 and adds 1 "Justice," what exactly does the "Justice" do? Does it gain reputation for steel meridian?

+1 Justice means that every affinity point you earn for that weapon charges up the syndicate explosion. At 1000 points it explodes.

The Justice effect deals 1000 blast damage and staggers enemies leaving them open for finishers. It also restores 25% of your health and buffs your armour by 25%.

No, it only increases the armour of your Warframe.

Warcry only increases the Armor of your warframe. If you were to cast a snow globe while under the effects of warcry, it would boost the snow globe. Here is how it is calculated.

Armor = Base Armor × (1 + Mod Multiplier + Warcry Modifier) Armor = 600 × (1 + 1.1 + 0.5) Armor = 1560

Since snow globes have a set health, it would increase the health of a snowglobe that you casted, but not the health of an exsisting one. Similar to when your shield gets increased, your kubrows also does because of shield link. Sorry for the misinformation.
