Focus Recharge Timers

Just a quick question about Focus recharge timers. The wiki says "each new Way unlocked increases the cooldown by 45 seconds." Does this mean each base way increases by 45 seconds, or does each upgrade to a way also increase by 45 seconds?

For example, if I upgraded Energy Overflow from Zenurik to rank 3 (4 energy/second), would it increase it by 180 seconds or just 45 for the base Way?

 

It would mean the difference of 285s to recharge if each upgrade also increases the recharge, vs only 150s recharge (with a build of Void Pulse 1, Void Pulse Mastery 4, and Energy Overflow 4).

Even if you rank those passives at max rank. The initial cooldown increase at the start of the first rank remains.

 

EX:

 

Rank 1 shadow step = +45 cooldown

 

Rank 3 Shadow step= +45 cooldown

 

Nothing changes

Ranked and unranked adds same 45 seconds (ranking up abilitys just takes more from pool like max energy spike takes 7 from pool)
