For an Excalibur EB build, the melee weapons serves as a "shell" where when you activate EB you will use the mods equipped in your melee weapon. This does not include syndicate augments however(i.e. Bright Purity for Prisma Skana has no effect on Excalibur's Exalted Blade). So I typically mod the weapon for damage, crit, berserker, elements and life strike (channeled waves can life steal HP)

Because Exalted Blade is not affected by the weapon stats, you can choose just about any melee weapon you'd like to use if you're only running for EB.

 

I don't use Excalibur maximized enough to recommend a build off of the top of my head, but using these notes (obtained from the Wiki) I figure you could build for bear.

 

Exalted Blade is also affected by equipped melee mods including:
 
-Base damage (e.g., Steel Charge), elemental damage, physical damage, faction damage, channeling (e.g., Life Strike), critical damage, critical chance, status chance, attack speed (e.g., Berserker), and range mods.
 
-Exalted Blade's base damage uses the following expression when accounting for Power Strength: Modified Base Damage = Base Damage × (1.1 + Base Damage Bonus) × (1 + Power Strength). As an example, with a maxed Steel Charge, Pressure Point, and Intensify, the normal attacks and corresponding energy waves of a rank-3 Exalted Blade will have 250 × 2.9 × 1.3 = 942.5 base damage.
 
-Range mods do not affect the travel distance of energy waves or the radius of slam attacks.
 
-Exalted Blade is not affected by the equipped melee weapon's stats, weapon augments (e.g., Justice Blades, Bright Purity), class-specific mods (e.g., Covert Lethality), or stat-modifying skins (e.g., Manticore).
