The reason this happens is because they scale in level. For other things, its simply a range, usually they are towards the higher end of the spectrum for non-endless missions. In endless missions, the enemy levels keep going up the longer you stick around (and Sabotage bosses / Vor should also get a level boost compared to the regular doods).
