Questions about toggle ability efficency

I know that  duration and efficiency affect toggle abilities but what happens when you go over 100%? Does it cap at 75% like efficency on normal abilities or does it go further like 90% or 95% or something?

The cost per second is capped at 25% just like the cost per cast for other abilities.  However, this is after taking into consideration both duration and efficiency stats so efficiency over 75% will have an effect if you have negative duration mods.

75% is still the cap, but you have a lot of ways to get there. Just keep in mind that only half of positive duration affects the efficiency (i.e. 250% duration= 75% efficiency), but all of negative duration affects it (40% duration = -60% efficiency).

Side note: Fleeting Expertise looks like a bad for these kinds of abilities, but it only is if you don't equip any +duration mods, i.e. roughly speaking, as long as your duration is below 100%. And it helps with initial casting cost, too.

This might help:  Duration's on the side, efficiency's on the top.  If you're in the green, you're at cap.  As you can see from the bottom row, absolute max duration in and of itself will not cap you - you will always need some efficiency (though at capped duration, Streamline will be sufficient to hit green).
