The way I understood it when they talked about it last dev stream, Baro was sent to the relays just to deliver the quest, and that it wouldn't change his usual schedule. So yes, he should come back and offer new stuff.

maybe what will happen now is baro is always at the relay with the inaros quest, but will only bring his usual stuff on his intended schedule [every 2 weeks]

Rebecca confirmed on last nights Prime Time that Baro will be along and PC Tenno should expect +120% Slash mods.

I suspect that the week long visit was a one-off to let us established players get the new quest.  New players will probably have to wait for his fortnightly visits but I don't see that as a problem since new players will need to get 200 ducats and good enough gear to take on the challenge level of that quest (which includes hunting Manics/Juggernauts/Bursas).  By the time they have the gear and map progress to be able to do the quest they should have had a chance to buy it.
