There is no way to restart your character, you could message support about it, but they are not obligated to reset your account.

What do you mean by "restart"? Do you mean your entire account or one specific frame?

If you mean your account, then I don't know about that happening. You could do what the previous person said and message support.

If you want a specific warframe reset, then you use a Forma. It sends a frame back to Unranked status and allows you to customize one mod slot to have a specific polarity, making some mods cost less when placed there. Otherwise, you can sell the frame and make another one, but that's completely pointless and a waste of time and resources.

As others said, contacting support is your only recourse for a possibility of restarting under the same name.

That said, I don't see why you wouldn't be able to create another PSN ID, assuming you kept everything within the confines of the ToU, and use it to create a new account.
