To be trade-able in Steam, an item must be listed in your Steam Inventory, and it must also be marked as "trade-able". Items in your inventory will be marked as 'tradeable' or not, beneath that item's description. This is because they're not actually Steam items that are part of your account inventory, like say Rubedo-Plated Rhino is. Could this ever happen? Probably not.
