Earth Sabotage and antitoxins

So in earth sabotage missions you can use a gear consumable, antitoxins, to get better rewards. I tested it with several antitoxins (each has a different potency) but even with the most potent antitoxin, Vermillion, i don't get to the highest rotation of rewards. 

So what am I missing here? Is the antitoxin bugged, the mission? Or do I need to do something else?

I've talked to Cicero Crisis veterans and they've told me that 1 person with a Vermillion was all that was needed for the highest rewards in that event, it's strange that that would have been changed afterwards

It could simply be RNG. Vermillion may give you the highest chance for getting stuff like forma, but RNG causes you to get cores.
