This particular mission is an infested invasion on Phobos/Grildrig, but I've also seen it on archwing exterminate alerts. Symptoms: kill everything, reach exit, still have multiple enemies (number ranging from 10 to 50, possibly more) that haven't spawned and refuse to spawn.
