- problems with your router (try reset your router to default)

- problems with port number connection giving some issues since you both set the same for Warframe (go to warframe>options>gameplay on other computer and set the port number connection different from your pc)

- there's any kind of application that can delay his packages? like some kind of firewall, anti-virus or proxy application/site (the one that can mask his destination, used to ignore blacklist firewalls)? try turn it off, just for testing purposes

1 - If everyone is connected via wi-fi, problems can occur, since having lots of traffic and all.

2 - If everyone is connected via 1 router, ask said person to restart PC (yes this sounds odd, but it works for me).

3 - If everyone is connected via multiple routers, restart them all (routers).

Edit: You can try configuring people to use multiple ports.

Sounds like software/firewall type issue then. Some ports being blocked when used for X purpose can cause issues during one "configuration" (connecting to another PC) but in another configuration (hosting) works fine.
