As far as I know, Limbo, Mesa, Chroma, Atlas, Wukong, Nezha and Ivara are all awaiting immortal skins before Inaros is up for one. As for the workshop, who knows what order DE are using for submitting frames and their templates.

Also, in case you're talking about Deluxe skins, then it's a whole different story.

In THAT case, Mag, Volt, Ember, Ash, Frost, Vauban, Nova, Zephyr, Hydroid, Mirage, Limbo, Mesa, Chroma, Atlas, Wukong, Ivara, and Nezha should be first.
