0 VKhaun Posted July 23, 2016 Share Posted July 23, 2016 (edited) You need to build an oracle room before the research labs show up as an option, and you need to have enough space to build the lab at the door you're interacting with for it to show up. IIRC it will still show up in the list even if you don't have the energy/capacity to build the room, as long as you have the oracle room and there's enough space for it at the door you're interacting with.
