New Aura mod "Brief Respite"

So after hearing about new auras I jumped into wiki/google to find out about whem and one got my attention "Brief respite"  , after getting it I jumped into simulacrum to see how it performs , I used my excalibur with out any shields mods and power efficiancy , used explosives mods to deplite my shields and proceeded to spam my powers , heres the thing , no matter what I used or how much energy I used , I got 0 shields back , am I missing here something ? Im not getting any shields , the description says "gives shields at 150% for amount of energy used" I know it doesnt affect or give overshield and it affected by power efficiancy but Im not getting anything , why ?
