They say he's nothing but anger and travels the moon for stalker to appear... If you want to boost the chances of him spawning, kill more bosses. He will send you a message saying "Your actions have consequences". This means you are marked. The chance for him to spawn in a mission is RNG based, but the chances can be increased if all your squad members are marked. This is a myth. Stalker can also spawn in any mission except assassinations, sorties, trials, archwing and syndicate missions. It is also a myth tht stalker only spawns if you have lower level gear. His spawn is RNG so he can spawn anytime. He might not spawn in full squad and he might spawn in a solo mission. If you really want to farm stalker, get a full squad, all marked and do some quick missions which are around 4-5 minutes. Another alternative but more expensive option is to buy stalker beacons when baro returns. Using a beacon on a mission where he can spawn gives a 100% chance for stalker to show up. You can also do beacon sharing to get 4 beacons for the price of one. Do note that there will be keyshare scammers/leechers.
