You must mean a Warframe Specter.

You get those from doing rescue missions. Clearing them gives you a Specter BP, which you need to craft a batch of. are given a decision to build/craft in the foundry.

For the purposes of clearing that Junction, you will need to craft a batch. Recommend crafting the Vapor Specters, since they are the cheapest. Try the rescue mission in the lower leveled planets for easy access to said BP.

Those are specter regiment blueprints, which are something entirely different.  They're used to provide defenders for your solar rail during solar rail conflicts.

Actual specter blueprints, the ones you can craft and deploy in missions, can only be obtained by completing rescue missions.
