Ordis won't appear

So basically I was looking through some of the cephalon fragments I'd scanned and for some reason Ordis isn't appearing for the completed fragments. While looking up the problem someone said to turn the voice transmission volume up, but he still isn't appearing. Lotus and other transmissions appear on missions but Ordis seems to just not appear. Is there somewhere in the options he could've been muted? Or could it be the Once Awake quest as Cephalon Simaris talks about Ordis joining the sanctuary?

TL;DR: Ordis won't appear but other transmissions do, any fix?

No fix needed, it's not a problem. When u have active quest, ordis is limited to speak only if he has a role in it, and he will speak in usual way when your quest is completed.

Yeah, but I mean he won't appear at all. Already resolved this thanks to spyros, once I finish the quest I should be able to read the new messages I got after starting the quest.
