As an Excal Main i'd say it depends on your playstyle. Excal has awesome passives for melee, his Exalted Blade is powerfull, radial Blind is awesome for emergency Situations, Slash Dash is pretty fun to play with (yes, i have a Slash Dash build xD) and Radial Javelin is prety neat too, not OP powerfull but still usefull. So yeah he's mostly Offensive.

Rhino on the other hand is mostly Defensive. Iron Skin makes you invincible for some time, so it's usefull as a low MR player to play some harder Missions. Stomp is usefull in either emergency Situations or for CC. Roar i don't personally know, barely used it. And Charge.. never really used it either.

If you are new and don't have all the mods for a good excal build, rhino will be a lot better.

In general excal is all about the exalted blade. It's a lot of damage and it's AoE. Only downside is that you can't use it against certain bosses, because it won't hit weak spots (like lephantis or vay hek). His 2 is also really strong CC and has a very short animation, so it's good if you are in trouble and have to do something about it quickly.
You probably want mods like rage, life strike and some efficiency/ flow to make sure you can use the exalted blade most of the time. With a good mod setup he can also be quite tanky.

Rhino is one of the tankiest frames in the game and you can take him into very high level missions without worrying too much.
He also has some nice CC and a nice damage buff, so he pretty much has everything. Because of the way Iron skin works he also doesn't need healing.
He also doesn't really need many mods to start. You can just start with some armor and power strength and you are good to go. Of course if you want to get the most out of him you also want iron shrapnel (augment for his 2)+ efficiency and then some other mods depending on your personal preference, but he does a lot better without those than other frames.
