With the Riven Mod released, will Damage 3.0 even come?

of course damage 3.0 will come out, they said it will be a point of discussion for next year, the only riven mods will do is replace 2-3 unquestionably mandatory mods with 1 extremely useful if you got a good one but not entirely needed (at least compared to something like serration) mod

Because Riven mods will then immediately take their place as the mandatory component. 

 

The logic is very simple. One of the best proposals for damage 3.0 was for all of the basic damage boost mods to be removed, and for all weapons to be given a perfectly functional baseline of damage, thus meaning that there is no way to simply make a weapon deal a flat 90% more damage. All builds would then have to work through more conditional mods such as by converting part of the weapon's damage output to an element (and therefore gaining effective bonus damage against specific types of enemy armour and shields) or with playstyle conditions, such as improving bonus headshot damage, aimed damage, or combo damage, thus rewarding skill and building weapons to match one's playstyle.

 

However, if they did this, each weapon's baseline damage output would be balanced for the new system. The new system would be tuned such that every weapon would deal enough baseline damage for its type and tier that no weapon would require Serration or Pressure Point, which is ok because there would be no Serration or Pressure point. Except.....Riven mods. If you have a system where there are no mandatory mods, and all modding is done to match your expected enemies and your own preferred style of play, that's great, until you look around and see a Riven mod with +186% Damage, just floating there like a turd in a bowl of punch. 

 

In a damage system where mandatory mods have been removed and all weapons have been rebalanced, Riven mods would be even more broken than they are now. Any attempt at Damage 3.0 which goes the route of removing mandatory damage mods would have to change Riven mods too, and then all of the people who are basically addicted to the bloody things and have spent thousands of Platinum in trade and dozens of hours smashing Kuva Siphons would go berserk and DDoS the game.

Of course Riven mods would need to be drastically changed, that was the point I made earlier.

If people have put that much work/plat into Rivens, when it was blatantly obvious they were a stop-gap before damage 3.0, then they have only themselves to blame.

DE didn't set the plat prices for them, that's 100% on players.
