[Spoilers] Operator Help

So I read on the Wiki that the Operator can be used on missions/in the orbiter.  As in, you can walk around as the Operator.  I have completed the Second Dream quest, but I haven't been able to find how to do this.  Does anyone know? I have yet to complete the newest cinematic quest, The War Within.

Any help?  Thanks a bunch

Okay thanks! I literally just read "  The Operator also gains additional abilities at the conclusion of The War Within quest. " on the Wiki.  Thanks
