Mastery Level and Prime Parts

I've been thinking, does my mastery level restrict me from buying prime parts from other players? 

Like this, I'm mastery 5 and I wan't to buy the Soma Prime Set from another player, will it be restricted or can I purchase and then only build the item itself when I'm mastery rank 6?

The blueprint will be restricted. I'm not able to sell a Tigris Prime BP to MR12 players, for example, but they can have the Barrel/Stock/Receiver just fine

Just the blueprint, interesting... It's just something that was kind of bothering me for these past few days.
