What can i do to fix the launcher not updating?

i would really appreciate some help here. 
i was playing fine and everything today, but then they dropped the new update, and the launcher refuses to update correctly. I've followed de glenn's guide without any result. I've deactivated the antivirus and the firewall. My network seems to be fine, cause i can play other online games like chivalry. 
also, the launcher is buggy, cause you have to task manager close it, otherwise it won't close

Check your firewall settings.  Maybe run the launcher as admin. If nothing else works, delete the game and reinstall.

Is it the steam launcher, or standalone?

thanks for the answer, i have it on steam so i went to the folder on steam and i ran the launcher as admin, and now it seems to be downloading the game o_o, cause it showed me the terms of use and i had to agree(obviously)  . what is going on? is it installing missing files or something?

Do you have Steam open? If yes, is it online?

For some strange reason, every now and then, i can't run the updates unless steam is up, and online. Perhaps you are having a similar issue?

Odd that you had to agree to the tos again, but yes, I would say you are replacing damaged/deleted files.

Yeah, the same is happening to me right now, it says the content servers are not available.

just to update you guys (lol, the irony) 

the launcher executed directly from the steam folder just finished downloading 13GB of who knows what stuff at 2MB/s, only to be stuck again in the same damm update. It can't even get past like 27KB/s.
