i'm 99% sure the answer is no, it never worked that way.
but, let's be smart and not rely on human memory because humans have terrible memory, and let's look at the history of the Rage Article.

checking random data points from May, August, November 2013; May, August, December 2014; April, November 2015; March, September, December 2016....
there is no suggestion that it has ever worked other than the way it is expected to work. the only thing that changed over time being use in conjunction with Quick Thinking, as at one time that made you effectively immortal. but that's not reducing incoming Damage, so probably not that.

no reason to think that it has ever actually reduced incoming Damage. closest to that is if you Block, that you get Energy based on if you weren't Blocking? that's not it at all but it's the closest thing.

It never reduced damage, but the efficiency between Rage/QT was somewhere around 96%, meaning from a full health/partial energy---two health/full energy---full health/partial energy cycle, you only lost about 4% of either, leading to stuff like this:

Rage has always worked as it does now, back in the day quick thinking worked differently and you'd lose health to regain energy to regain health, neither of those mods reduced damage taken.

And now Quick Thinking does technically reduce damage (essentially every 2.4 damage is reduced to 1 energy loss when you do take that lethal damage) and you don't gain energy at this stage if using rage
