I'm not sure if it's finisher damage but it does receive a damage multiplier when the waves are used against blinded targets (IE it does hit harder). IIRC for the purposes of the Augment Radiant Finish, you have to melee finish them, not hit them with blade waves.

Radial Blind and EB's Mini-Blind will both force the 8x Stealth Multiplier on affected enemies.
The only difference between the two is that Radial Blind allows you to use Finishers on enemies (i.e. the slow, single-target execution-style attacks that ignore armor), whereas EB's Mini-Blind doesn't have that.

do the waves from EB get the 8x though?

Yep!

They don't directly affect the Combo Counter or anything, but they're still treated as a melee attack for all other calculations.

Keep in mind that the recent nerf makes EB waves damage fall off over distance. Numbers may thus varry.
