This game makes, LITERALLY no sense.

I start the game up after a week of not playing, not only do I see I can not que for ANYTHING but quests ( On navigation bar, I can ONLY choose quest, I can't que for tier missions, keyshares, alerts or syndicate missions ) I get to also see a warm welcome from a orange weird white stripped glowing thing on my shoulder I can't remove ( Think of the cyst on the neck, But can't be removed.) PICS BELOW 

If you look closely, It's right there dead center on my bicep. I can't remove it, I can't do anything to it, AND I can't que for anything but quests.
