How do I get rid of the Orokin Lab

Currently trying to reorganize my dojo and need to destroy the orokin lab but I can't it says I can't destroy while something is being built which I don't understand because I built one somewhere else and I can destroy that one so why can't I destroy the original. And yes I tried destroying the original while the second one was in place. Please help.

Are you building something in the OTHER Orokin Lab?
