Kuva Floods sharing queue with normal Kuva Siphons

So about 5 times in the past 2 days I've queued for a Kuva Flood only to realize one way or another that I've somehow joined a normal Kuva Siphon mission on the same node. I never noticed this before the last patch, so I don't know if it's a bug introduced when messing with the mission rewards to prevent people leaving and keeping their kuva. What really irritates me about this, more than the wasted time, is that it appears to be counting a completion of the Siphon as locking me out of the Flood (it's possible the Flood expired just as I was leaving the mission and I don't care to replicate it).

 

Why is this happening? It's like the shared lobbies for the Index except it makes even less sense because the enemies' levels are more than doubled.
