play during the razorback invasion and make a lot of game in public. when the 4 first game was all right but I use a cipher then I learn that the cipher was only consumed by the person using it. so I start making a game with asking for other to use cipher making a long awkward wait during the mission. I Recommend dropping the price of the cipher  craft in polymer bundle 3500 to 1500 example but in counterpart to make use one cipher per person. during the razorback assassination and

 

but don't know if it a bug but this situation is annoying.

Other way is hosting games, so everyone ciphers are used
