If you do want to use his abilities, then play solo, unless you are really good at communicating with a team, and they know how to work with his skill set. In other words, if you want to use his abilities with a squad, then public is not for you.

For mods, that depends on whether you want to use his 1 or his 4 to banish enemies. For sentients, only his 4 keeps them there for the full duration. Mod for range and duration, that'll help bring in as many enemies into the rift, and use his third ability to get enemies back into the rift, while having them banish enemies around them. If done right, you'll be able to keep an entire map under control for as long as you need to. His most annoying ability, but also the most useful, is his Stasis. It will freeze all enemies and projectiles* in the rift, with a projectile limit of 200. People usually opt to use melee, but this can also help set up kills, but it'll take planning and knowing how many projectile it will take to kill each enemy in the rift. I would suggest testing it out in the Simulacrum.

*any non-hit-scan weapon, e.g; thrown weapons, bows, launchers, Azima disc, Tetra

Hit-scan weapons just have their damage stored, and is applied after Stasis is released.

Step 1.  Don't ever play him in teams unless requested.

Step 2.  Dash as soon as you enter a mission to enter the void.

Step 3.  Use Cataclysm and Stasis in conjunction.  Cat puts up a large aoe sphere and stasis freezes any enemy in the void.  Since enemies will be charging you, they'll enter your cat AoE and be stasised (not a word, I know).

Step 4 (Optional).  Use Void Surge on an enemy at the perimeter of your stasis, then cast banish on said enemy when a group surrounds it.

This, effectively, freezes every enemy you will be fighting against as long as you pay attention to stasis duration.

As for modding, Range, Duration, Efficiency.  You need, quite literally, no power on Limbo and, dependent on skill level, can actually reliably run him without needing mods like Vitality or Redirection for survivability.
