Prime Access & Prime Vault Question

I'm kinda new here.. Sorry if this already ask somewhere in forums.

1. Do you need Prime Access to get Prime Vault?

2. If I only Mastery 1, can I get Prime Vault without Prime Access?

I'm just wanna make sure before decide to spend some money...

1st: No you dont need it.

2nd: You can get Primed Vaulted items but you'll need the right relics.
You can get them from Star Chart missions randomly.

Anything you buy with real money will ignore the normal mastery rank restrictions, if any, so if you choose to purchase the prime vault pack, you'll be able to use it immediately.

Get the right relics? Isn't the item is finished build? or you get blueprint set and have to find resources on your own?

If you buy it on the website its fully built... if you wanna farm it you need to spend resources on found blueprints.
