Requesting an explanation regarding the Recent Topics section

So, I notice that the Recent Topics section (on the right of the home page in the default view on PC) only shows topics from certain sections, and sometimes only certain subsections within sections.

And also, why does it not properly update the reply count every time you refresh? You could click on a topic that the Recent Topics section claims has no replies, and then find that it has 1-2 pages of replies, none of which were posted after your last refresh.

While I do enjoy the Recent Topics section, as it let's me see the majority of what's happening on the forums, it is annoying to have it be so inconsistent.
