Turn OFF "Bulk Download" in the launcher settings (top right corner)
The story:
I was having this problem today while trying to re-download the standalone version (the Warframe.msi executable, not the 2GB parts). I had to download 14GB but my internet doesn't allow me to do it in one go, so I closed the launcher and when I opened later it had restarted.
Then, I searched if I could fix this problem and finding the right solution wasn't easy, so I thought I could make this topic to help people like me looking for some help. If I got this right; "Bulk Download" means that the files will be compressed into one big file for download. Disabling it added +1GB, but also allowed the game to download the files in small pieces, so when you have to close, you'll have some parts already saved in yor drive.
BTW, this is not a question (duh). This is the most fitting place I could find
