Cannot use Ash Blade Storm in Conclave

I played some Conclave today, as usual with Ash Prime. I was unable to land any hit with the Blade Storm ability.

When I use the ability without any players nearby, I enter the orange glow mode. When I mark a player with the ability, it drains all my energy and I instantly exit the mode. After hitting the abiltiy key again, while in melee range of the marked player, nothing happens. I ended up being killed multiple times while trying to activate the ability, while the enemy player shot me down without even moving.

So far I've been able to get close to a player, target the center of my screen at them, and spam the Blade Storm key to land a hit. I'm not sure whether the ability used to drain my energy upon marking, or upon activating the hit.

I didn't have this issue when playing last weekend, 04.11.2017 and 05.11.2017.

I'm baffled as to how to use the ability now, so I file a bug report. Sorry if this is intended, but I don't find anything in the last two changelogs.
