You have a point, but Operators currently have a... difficult... place in the game in terms of balance. This is presumably why none of their equipment accept mods yet. The only buffs you can hope to get are those from sentinels and companions, as well as some limited interaction with barrier-type warframe abilities such as Frost's 3, Volt's 3, and Gara's 4.
